Request for Proposals (RFP): Auditing Services for Constituency Development Fund (2013-2023)

 

Project Overview: A community organization invites qualified auditors to submit proposals for the comprehensive forensic audit of one Constituency’s Constituency Development Fund (CDF) spanning the ten-year period from 2013 to 2023.

Scope of Work: The selected auditor will be responsible for:

  • Conducting a preliminary scanning of the CDF transactions with the view of determining if there is a prima facie case for a comprehensive audit. This will involve a) Conducting background checks on the CDF in question, to understand its management hierarchy and internal policies; b) Interviewing personnel and witnesses to cross-check information.
  • Conducting a detailed examination and review of CDF financial records, ensuring compliance with financial regulations.
  • Identifying and reporting on any irregularities, self-dealing or discrepancies in spending.
  • Providing actionable recommendations for asset recovery.

Key Requirements:

1. Proven Track Record: Demonstrated ability to audit public funds, particularly constituency development funds, with proven skills in identifying irregularities and recommending remedial action.
2. Expertise and Knowledge of the Law: In-depth knowledge of financial regulations, accounting principles, and auditing standards relevant to public funds.
3. Analytical Skills: Strong analytical, investigative, and forensic skills to assess the presence of self-dealing, account manipulation, misrepresentation, misappropriation, concealment, forgery, and/or fraud. The use of digital software may be necessary.
4. Communication: Ability to present findings clearly and concisely in comprehensive reports.
